The DTI’s BPS Technical Committee 71 on Government Quality Management Program composed of various representatives from the academe, trade/industry, consumers’ organization, professional association, research institution, government agencies, and testing institution, met to discuss the possible adoption of the 2015 version of ISO 9001: Quality Management Systems--Requirements for implementation in public offices and their systems.

To ensure the compliance of government offices with Administrative Order (A.O.) No. 161 – Institutionalizing Quality Management System (QMS) in Government, and Executive Order (E.O.) No. 605, s. 2007 – Institutionalizing the structure, mechanisms and standards to implement the government quality management program, the BPS/TC 71 was reconvened to update the existing guidance document in GQMSS.

In the meeting, the Office of the President-Internal Audit Office encouraged everyone to assist in composing a committee that will promote quality government services. It was emphasized that with EO 605 and AO 161, government offices have the constitutional obligation to participate in these discussions. In addition, it was emphasized that the BPS/TC 71 will deliberate other significant standards for the government agencies. The committee further emphasized that a consensus among government offices is essential in deliberating draft Philippine National Standards (PNS). The DTI-BPS, as Secretariat of the said committee, recommended for the renaming of BPS/TC 71 from Government Quality Management Systems to Government Quality Management Standards to cover standards applicable for the government such as the international standards on ISO 37101 on Smart Cities, ISO 37001 on Anti-Bribery, and, ISO 14001 on Environmental Management Systems.

Similarly with the BPS Technical Committee on Quality Management and Quality Assurance (BPS/TC 52), the BPS/TC 71 is a mirror committee of the International Organization for Standardization (ISO) Technical Committee on Quality Management and Quality Assurance (ISO/TC 176). BPS/TC 52 was created to develop the PNS on quality management system while the BPS/TC 71 was created to develop the government sector quality management system guidance document.

The BPS/TC 71 was guided with the International Workshop Agreements (IWA) 4:2009 at that time to establish the guidelines in applying ISO 9001 in the government offices and their systems. For BPS TC 71, it discussed the adoption of ISO 18091:2014 and ISO 9001:2015 to provide the local government units with specifications to achieve a QMS on their personnel, processes and procedures. The BPS/TC 52 adopted the ISO 9001:2015 as a PNS last December 2015.

To assist the BPS/TC 71, the BPS prepared the necessary working guidance documents for the review of its members on 12 May 2017. The committee shall meet every third Tuesday of the month. In the next meeting, the committee Chair and Vice-Chair persons will be elected.

The International meeting of ISO/TC 176 is set on 11-15 September 2017 in Bali, Indonesia, and the DTI-BPS will send invitations to the BPS/TC 71 members.

The Philippines is a Participating (P) member to ISO/TC 176. As P-member, stakeholders are encouraged to actively participate in the early stage of drafting an international standard, and to form a Philippine position by commenting, voting and attending to international fora.
